Can a civil law suit impact a work permit or citizenship application?

I am starting an errand (through Hyregastforeningen) against my previous apartment owner to get back the extra amount that he charged me as rent. He is having a first hand contract. In this case it is possible that he will file counter suit against me. My question: Can my work permit extension / citizenship be affected because of this counter suit? Will the Migrationsverket take the civil law suit into consideration while processing my visa.

In order to answer your question, I will start with summarising the rules regarding work permits and citizenship. Thereafter, I explain the pertinent rules for government agencies, followed by a recommendation based on your situation.

Work permit

When applying for a work permit, you need a valid passport and an employment offer. The salary and terms need to be (at least) on par with the Swedish standard according to collective agreements or the customary within the occupation or industry. Moreover, the salary has to reach a minimum of 13,000 kr per month before taxes, and the employer has to provide insurance covering health, life, employment, and pension once you start working.

If you apply for an extension, the Migration Agency also asses the requirements for the previous permit period. You can find the exact requirements and more information in english on the Migration Agency's website.

Citizenship

In order to apply for citizenship, you must have a permanent residence permit, be at least 18 years old, and be able to verify your identity. Additionally, you must have lived "an orderly life" in Sweden for a certain amount of time. When assessing the "orderly life" criterion, the agency generally looks at debts, unpaid taxes, and criminal convictions. The Migration Agency does not specifically mention civil lawsuits. Rules that apply to government agencies

The Administrative Procedure Act (Förvaltningslagen) apply to all government agencies in Sweden. An English version of the Act can be found here. The Act requires, in short, that agencies decide cases solely on objective and factual grounds. The agency has to stick to the specific requirements and conditions that are relevant for the case, such as the requirements for work permits or citizenship. Other facts should not impact the decision, unless they are relevant for assessing the requirements in question.
