If a person with 5 years recidency recieves a driving fine about 2500kr, does the fine affect his or her permanent recidency?

A permanent residence can be revoked if you are found guilty of a crime (8 a kap. 1 § utlänningslagen). However, this can only happen if the crime can lead to imprisonment. This means it is not possible to be deported and lose your residence permit on e.g. a speeding ticket. In the event of serious traffic offenses, the driver can be sentenced to prison. I do not know what type of traffic offense you are sentenced for, but since you have received a fine and not a prison sentence, you should not need to worry about losing your permit.
If you are considering applying for Swedish citizenship, being guilty of an offense may sometimes affect the possibility to receive citizenship. Being guilty of an offense may mean that the requirement of honest living is not considered fulfilled (11 § lagen om svenskt medborgarskap). In the event that a foreigner has committed a crime, then it must have been a certain time, from the time of the crime before the foreigner can be admitted as a citizen, so-called ”karenstid” in Swedish. If your traffic offense is considered to be serious enough to give you day fines then you may have to wait before you can apply for and obtain Swedish citizenship. Day fines mean that your case has gone to trial and that it has been condemned. One example is that 30 day fines give a waiting period of 1 year.
